Project for inclusive communal Development and Decentralisation III (ProDeCID) – Advice and support for the promotion of social and political participation in partner communes in Madagascar
Context
The Project for Inclusive Communal Development and Decentralisation (ProDéCID), implemented by GIZ in Madagascar, is now entering its third operational phase. Its main objective is to strengthen the partner municipalities as actors in local development, focused on the fight against poverty, in collaboration with civil society and government institutions. The project targets 90 municipalities in 8 districts of the Boeny and Diana regions, including the capital Antananarivo and the greater Tana area.
Project description
AMBERO Consulting Gesellschaft mbH is responsible for the implementation of the focus point on the use of dialogue and participation formats for direct interaction between the state and citizens at community level, aiming to strengthen the role of local authorities in local development, in collaboration with civil society and public institutions.
More specifically, AMBERO will contribute to the achievement of the use of social and political participation formats in the partner municipalities, and the organisation of consultation forums involving Civil Society Organisations in order to contribute to the implementation of local and national public policies, or to the reform of their legal framework.
The services are aimed at strengthening the skills of municipal leaders in local governance and development, encouraging the exchange of experiences between municipalities and districts. It also supports self-assessment of the Local Governance Index at commune level, involving citizens in the assessment process right through to validation of the recovery plan. The strategy aims to build on the existing effects and good practices of the project’s preceding phases ProDéCID I and II through a multi-stakeholder and multi-level approach. The key aspect is to enable and consolidate the transfer of knowledge and the exchange of experience between municipalities. Particular attention will be paid to increasing the municipalities’ capacity for self-management and their responsiveness to citizens.
Services
AMBERO Consulting Gesellschaft mbH is responsible for the delivery of five work packages:
Work Package 1: Establishing formats for dialogue and participation that encourage direct interaction between the state and civil society at local, regional, and national levels.
- Workshops for facilitators of multi-stakeholder dialogues followed by coaching on professional practices;
- Participatory and inclusive facilitation workshop;
- Six visualisation training workshops.
Work Package 2: Strengthening of Civil Society Organizations (CSO) at local, regional and national levels.
- Participatory study on the role of CSOs in the public sphere;
- Opportunities and constraints for Plan Strategique du Pays (PSP);
- Key skills and resources of CSOs for PSP;
- Ethics and standards of good governance within CSOs.
Work Package 3: Protecting human rights defenders and whistleblowers.
- Mapping existing actors and actions in the field of the protection of human rights defenders in Madagascar, as well as compiling a compendium of local and regional good practices;
- Design of a compendium of good practices;
- Facilitation of virtual exchanges between CSOs in Madagascar and countries with good practices in the protection of human rights defenders;
- Establishment of a common roadmap.
Work Package 4: Evaluating and operationalizing citizen participation spaces, including local communal consultation structures.
- Design of an inventory of exchange spaces in 30 municipalities, including local communal consultation structures.
- Proposal of a revised methodology with tools for setting up and operating local communal consultation structures at the municipal level;
- Publication of a ‘Citizen Participation Guide’.
Work Package 5: Consultancy and training in organizational development for CSOs and their networks and platforms.
- Assessment of the governance of CSOs to identify strengths, weaknesses, opportunities, and threats, as well as the main players.
- Identification of existing good practices through a mapping of actors and actions, as well as a collection of local and regional good practices in Africa and the Indian Ocean.
- Participatory development of a code or system, including roles and responsibilities, as well as the necessary resources, followed by a pilot or trial phase.
- Conducting four training courses, in-house and with CSO partners, on methods and tools for organizational and institutional development.
- Coaching large CSOs and networks in their organizational development process.
