Context
The current 9th Cabinet of the Kurdistan Regional Government (KRG) has embarked on an ambitious economic reform journey that aims to significantly diversify its economy, going beyond the reliance of hydrocarbon-based revenues.
Project description
The KRG’s Vision 2020 and Economic Reform Roadmap (2016) recognize the importance of agriculture as a key sector for regional development and economic diversification. Agriculture sector reform is an imperative tool for rural development, food security and employment for youth and women.
Among the priorities of the KRG Ministry of Agriculture and Water Resources (MoAWR) are to develop, modernize and expand the agriculture sector and increase its contribution to diversification of the economy, to employment and its contribution to GDP. This will be achieved through strengthening all components of agriculture value chain, including governance, planning, production, storage, marketing, and consumer interface, leading to reducing cost and enhancing competitive advantages of the sector. The Ministry’s goal is to harness the available opportunities and implement transformative solutions to reach a well-developed and sustainable agriculture sector.
As identified in the Agricultural Study in KRI 2019, a major issue facing the sector is the agricultural community’s finite skills in product marketing and value accretion. The Ministry of Agriculture and Water Resources has made continuous efforts to advance agricultural marketing, finding suitable markets for agricultural products in KRI and enhancing marketing efficiency to increase the product sales and revenue of local farmers.
Services
AMBERO Consulting Gesellschaft mbH is responsible for supporting the MoAWR in effectively marketing KRI agricultural products in order to increase agriculture’s contribution to the region’s GDP. The key expert in charge Robert van den Heuvel will identify key procedures and strategically adopt the changes that will enhance the current marketing procedures in the MoAWR with concrete timelines. Finally, the expert will work on delivering at least four relevant training courses / workshops to the MoAWR staff who are working in the marketing of produce at the ministry to build their capacity and enhance their soft skills.
The expert will be working in the MoAWR and will work under the overall guidance and consultation with MoAWR General Directorate of Planning and Follow-up, as well as under the supervision of UNDP FFER-KRG Project Manager.
Key duties and responsibilities of the expert include (but are not limited to):
- Conduct an assessment of the current state of the MoAWR agricultural marketing
- In coordination with the General Directorate of Planning and Follow-up at the MoAWR, the expert will develop a new regulatory strategy for the KRI agricultural marketing sector
- Assess the existing capacity of the technical staff and develop a plan for the required capacity building trainings
- Conduct capacity building trainings / workshops and training for marketing unit staff
