Integrated development program for municipalities in Mozambique (PRODIA I & II)
Context
Mozambique has a strong rural character and has a relatively low population density. An estimated two thirds of the population live outside the cities. For the Mozambican Government, providing services at the subnational and local levels is therefore a major challenge. Since the mid-90s, a decentralization process is taking place, but it is incomplete. Administrative tasks and decisions, as well as partial financial sovereignty, are transferred from national to regional and local levels. The Kreditanstalt für Wiederaufbau (KfW – German state-owned development bank) supports the process by providing funds for financing economic infrastructure and investment linked measures in 15 communities (autarquias) in the three priority provinces of German development cooperation (Inhambane, Manica and Sofala).
Project description
The aim of PRODIA I (02/2014 – 07/2017) and its subsequent phase PRODIA II (08/2015 – 07/2020) is to contribute to the reduction of poverty through more effective and more transparent delivery of local services (good local governance). The living conditions of people living in urban and peri-urban areas should be improved and the economy should be promoted. In this process, action plans “Specific Municipal Action Plans” (SMAPs) are developed in a planning phase. During the implementation phase, the plans will be transformed into a more detailed technical planning of infrastructure investments (including water supply systems, access to water, sewage systems, markets, bus terminals).
Project goals are:
- Poverty reduction in line with the National Poverty Reduction Strategy,
- Improvement of municipal administration in terms of effectiveness, efficiency and transparency and
- Improvement of living conditions in the 15 target communities.
