Good Governance for a transparent and honest Ecuador – SinCero II
Context
In Ecuador, people’s trust in the state, the government and its institutions remain low. Corruption reports still rank the country on lower places. Poverty has increased, the perception of quality and efficiency of public services has decreased and the attractiveness for potential foreign investment has declined. Violence and criminality have become evident, in addition to the tentacles of drug trafficking in society and in the State. Despite the efforts established in recent years (regulations, plans, strategies, public-private alliances and civil society, institutionality created, etc.) the phenomenon of corruption remains one of the phenomena with the greatest impact on the lives of citizens (central problem).
Project description
In this context, as a continuation of Ecuador SinCero I, the program “Good Governance for a transparent and honest Ecuador – SinCero II” promotes the good governance regarding transparency, integrity, and citizen participation.
The programme focusses on strengthening mechanisms for improving the quality of selected public services (Output 1), establishing mechanisms for public and private integrity by state and non-state actors (Output 2), introducing mechanisms to implement the principles of an open government, i.e., transparency, accountability, and citizen participation in all areas of public service (Output 3) and strengthening the technical capacity of governmental and non-governmental actors in the areas of public services, integrity, and open government at national and local levels (Output 4).
To this end, the project operates nationwide, focussing on eight regions, working with political decision-makers, companies, opinion leaders, experts and public administration employees, as well as civil society and academia.
Services
AMBERO provides a pool of short-term experts for the provision of services according to the project-specific needs and the following work packages:
Work package 1: Strengthening mechanisms for improving the quality of public services:
Work package 2: State and non-state actors introduce mechanisms for public and private integrity
Work package 3: Introducing mechanisms for strengthening the principles of an open state, such as transparency, accountability, and citizen participation. (Transparency and open government)
Work package 4: Strengthening the technical capacities of state and non-state actors in the areas of public services, integrity and open government at national and local level (Capacity Development).
