Preparation of the National Adaptation Plan for the Libyan Government – SECCAR (Sustainable Energy and Climate Change Adaptation for Resilience)
Context
Libya is significantly affected by climate change, with risks including higher temperatures, extreme weather, reduced rainfall, and sea level rise, impacting its water resources and coastal populations. Efforts to adapt and mitigate these effects, such as adopting renewable energy and improving energy efficiency, are hindered by the absence of a regulatory framework for climate action. Despite committing to international agreements by signing the UNFCCC in 2015 and ratifying the Paris Agreement in 2021, Libya has not yet submitted essential documents like National Determined Contributions or National Adaptation Plans.
Project description
The Sustainable Energy and Climate Change Adaptation for Resilience (SECCAR) project in Libya, commissioned by the BMZ, and the Climate Adaptation and Sustainable Energy Partnership (CASEP) project in Libya, financed by the EU, aim, among other things, to strengthen the Libyan government’s capacity to adapt to climate change.
The SECCAR project in Libya aims to promote sustainable energy and climate adaptation to strengthen resilience at both national and local levels. One of the key outcomes of the project includes the preparation of six new or adapted regulatory documents, submitted to relevant authorities for improving the regulatory framework for sustainable energy and climate adaptation.
The CASEP project, co-financed by the EU and the BMZ, focuses on enhancing Libya’s national capacity to implement the international climate change agenda and fulfil environmental obligations, strengthening the capacity of Libyan authorities to develop adaptation measures to address climate change, particularly in the areas of water scarcity and other critical threats. Additionally, the project facilitates the development of a national climate adaptation plan as part of a broader national climate strategy.

WP 1: Framing the process for the NAP development
AMBERO will set the NAP development process, ensuring that it extends beyond merely formulating a document. The process is designed as a participatory, multistakeholder endeavour that includes capacity building, coordination, dialogue, approval, and monitoring processes. Capacitated partner institutions substantially contribute to the content of the National Adaptation Plan.
WP 2: Participative Climate Risk Assessments on the national and sectoral level
AMBERO will design and realize participative processes for conducting climate risk analysis at the national level and within the water, agriculture, and electricity sectors. AMBERO will provide methodological inputs, analyse and compile all data and information collected during these processes, ensuring the assessment report’s quality meet international standards.
WP 3: Drafting adaptation plans and its measures
AMBERO will coordinate the participative process for drafting national and sectoral adaptation plans, including the identification, selection, and prioritization of adaptation options in consultation with relevant stakeholders and governance structures. AMBERO will provide necessary information to partners, including methodology and background data, supporting them in successfully conducting the planning. AMBERO will also backstopp and assist in collecting, analysing, and compiling data, ensuring the adaptation plans meet international quality standards.
WP 4: Support of a local NGO (contribution to Output 4 SECCAR)
AMBERO will advise, coach, and provide hands-on support to a local NGO in its work with municipalities on climate change adaptation matters.
WP 5: Review and consolidation of the NAP
AMBERO will support the Ministry of Environment in coordinating the multistakeholder process for reviewing and facilitating interministerial dialogue, culminating in the conversion of the drafted adaptation plans into approved documents ready for submission to the UNFCCC.
