Adaptation to Climate Change into the National and Local Development Planning in Bangladesh
Context
In recent years, Bangladesh has recorded substantial economic growth averaging 6%. If climate science forecasts prove correct, however, its development progress could be reversed in the medium by a rising sea level in the Bay of Bengal resulting in a loss of more than a tenth of the national land surface and an internal migration of up to 30 million people by 2050.
Project description
The overall objective here is to make particularly vulnerable population groups, infrastructure and economic sectors in Bangladesh more adaptable to the risks of climate change. The application of improved instruments, methods and knowledge products strengthen the climate-resilient and participatory planning of investment projects in Bangladesh. The Planning Commission (PC) will be assisted in planning investment projects for climate resilience and linking national and local spatial and development planning more closely by four fields of activity:
- Support selected local government institutes (LGI) in planning and expanding their infrastructure to adapt to climate change.
- Improve coordination between horizontal and vertical spatial and development planning in Bangladesh in response to climate change.
- Improve knowledge exchange and conceptual dialogue on central issues of climate change and upgrade the capacities of PC personnel.
- Support the Physical Infrastructure Division (PID) in developing a climate impact assessment method for investment projects and integrate this into improved monitoring and evaluation procedures.
Services
The provided services take place in field of activity 4 and beyond: contribution to the regular climate impact assessment procedure for infrastructure investment projects through setting up of a spatial planning information system (PLIS).
This includes 5 packages:
- Mapping of the project approval process within the Planning Commission
- Proposal for improvements of the approval process
- Proposal and description of support instruments or applications (PLIS)
- Implementation of selected information systems
- Capacity development of staff
The PLIS is a Geographic Information System (GIS) including a database of past investment projects and a web-based platform for new applications. It integrates all spatial and non-spatial data necessary for decision making and monitoring of all investment projects.
