Support to the “Cities Combatting Plastic Entering the Marine Environment (CCP-ME)” project for advisory services and process monitoring
Context
Marine litter is a problem at global scale, threatening ecosystems, fishery and tourism industries around the globe. “The issue has taken a prominent place on national and international agendas resulting in numerous conventions and ambitious goals, which, however, often remain to be translated into solutions at local level where end of pipe measures prevail (e.g. beach clean-ups), etc. India remains one of the biggest plastic producing countries with a plastic processing industry that is expected to reach 22 million tonnes per year by 2020” (ToR).
Project description
The CCP project focuses on marine litter prevention in cities situated in coastal areas, island situations or along rivers together with Ministry of Housing and Urban Affairs (MoHUA). The objective of the project is to prevent plastic waste at source through sustainable waste management practices in cities by upgrading infrastructure, strengthening digital monitoring and exchange mechanisms and supporting the development of national framework conditions.
The project should outcome enhanced practices (incl. digital tools) to prevent plastic entering the marine environment, which will be established in selected cities, states and at national level.
AMBERO supports the programme in the development of an integrated steering, management and monitoring system for the Cities Combatting Plastic Entering the Marine Environment (CCP-ME) project. We are responsible for providing the following services:
- Accompany the strategy development and operational planning.
- Support the project in the development and operationalisation of the impact-oriented management and monitoring system.
- Support the development, application and updating of Capacity WORKS (CW) tools as per GIZ’s management model.
- Provide support in the documentation of project progress for BMU reporting.
Services
A series of remote and in situ workshops and consultancies are offered and structured according to the following tasks:
- Task I: Setting up of a Result Based Monitoring system (RBM) and further Capacity Work tools:
- Strategize Capacity WORKS tools in purview of the program goals.
- Support the finalization of the stakeholder mapping.
- Support the project team in setting up the Operational Plan (OP), the process map and the result model.
- Support to the development of draft capacity development strategy with OP.
- Review and operationalisation of the Result-based Monitoring System.
- Task II: Application and Review of project documents:
- Preparation, Moderation and documentation of bi-annual workshops (alternating as 4 days’ workshops in New Delhi, India and 2 days’ workshop via videoconference).
- Support assessment, revision and update of all above mentioned documents and identified additional formats before the respective workshops.
- Advise on necessary indicator adjustments/changes, if any.
- Task III: Project progress reporting to the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU):
- Support annual impact report (brief overview of impacts achieved under each indicator in each state and city as well as on national level).
- Support the various other reporting formats as required under the BMU formats.
- Support in aligning the results with the other Marine Litter project under BMU (implemented in India).
- Support to the final impact report.
