Support for circular urban water management in Morocco
Context
In recent decades, Morocco has experienced a sixfold increase in its urban population. Although a driver of development and economic, social and technological transformation, this urbanization, combined with climate change and water stress, poses major challenges for the sustainable management of water resources in Moroccan cities. It is therefore essential to translate water and climate objectives into urban planning and development.
Project description
The Circular Urban Water Management project in Morocco aims to make urban water management sustainable in order to meet the challenges of climate change and growing water scarcity.
The focus is on establishing a circular water economy, particularly in the cities of Tangiers and Marrakech. The project, which is being implemented by the AMBERO-NOVEC consortium, is working in close collaboration with the Moroccan Ministry of Regional Planning, Urban Development and Urban Policy (MATNUHPV).
The aim is to integrate innovative approaches into urban planning in order to treat water as a precious resource.
Urban infrastructure must be adapted to meet water needs more efficiently and minimise water losses. A participative process, which brings together various stakeholders in the cities – from the authorities to business and civil society – plays a central role in this process.
Services
- Strategic planning and urban water management: The project aims to integrate circular water management approaches into urban planning in the cities of Tangier and Marrakech. This involves assessing current water management practices and identifying opportunities for improvement that align with climate adaptation and water sustainability objectives.
- Technical assistance and capacity building: The AMBERO-NOVEC consortium is providing technical assistance to the Moroccan government and local urban stakeholders. This includes supporting the development and implementation of urban water strategies that incorporate circular economy principles (5Rs: reuse, reduce, recycle, rethink, rationalize), such as wastewater reuse and improved rainwater harvesting. Emphasis is placed on capacity building through training programmes, particularly for municipal technicians, water sector professionals and urban planners.
- Stakeholder engagement and collaboration: The project supports the formation and operation of urban water committees to foster collaboration between public institutions, private sector actors (e.g. developers, industries) and civil society, including women’s groups. These committees are expected to guide the decision-making process and ensure that the principles of circular water management are effectively integrated into urban planning.
- Digital tools and modelling: The project uses digital tools such as scenario models to predict and assess the impacts of different urban development scenarios on water resources. These tools make it possible to design water supply systems that are more resilient to climate change, improve the efficiency of water use and minimize waste.
- Policy and regulatory support: The project also aims to improve the regulatory framework by integrating circular water management practices into existing urban development plans (SDAU, PA) and national guidelines. This includes providing advice on legal adjustments and creating incentives for water-efficient practices.
- Sustainability and scalability: Beyond the immediate project cities, the services aim to develop scalable models for circular urban water management that can be applied in other regions of Morocco, thus ensuring the long-term sustainability of water resources.
The 6 service packages that AMBERO is implementing are:
- Analysis of the vulnerability and urban resilience of Marrakech and Tangiers to water-related risks (drought and flooding) and to climate change
- Application of the national reference framework for the circular economy of water in two urban planning documents in Tangier and Marrakech
- Drawing up an urban vision of the circular water economy
- Formulation of bankable circular water economy projects with a view to financing them using PPP formulas and/or with the support of international donors
- Development and extension of the Ministry of Urban Planning’s Geoportal and interoperability of the new database with the Geoportal
- Capacity-building for urban agencies, technicians and mixed groups of professionals, higher education institutes and civil society on integrating the circular economy of water management into urban development.
