Good Municipal Governance for Peace Project in Colombia – PazComunal
Context
The GIZ Project Good Municipal Governance for Peace – PazComunal – began in February 2020 to accompany the municipal authorities of 14 cities in their efforts to implement the Peace Agreement between the Colombian Government and the Revolutionary Armed Forces of Colombia (FARC–EP) in 2016.
Project description
The central project objective is to establish transparent and inclusive cooperation between state and non-state actors for a peace implementation in those municipalities through three fields of action:
- Transparency and accountability: which consists of strengthening capacities for a transparent and management that can be understandable by the citizens;
- Political participation of youth and women: that aims to strengthen the conditions for political participation at the municipal level, especially for women and youth;
- The creation of an Innovation Laboratory, in order to introduce innovative ideas and proposals that further develop participation, transparency, and peace building at the municipal level.
AMBERO is responsible for field of action 3, which is implemented in:
- Three municipalities of Caquetá Department: Valparaíso, San José del Fragua and Morelia;
- Eleven municipalities of Catatumbo Department: Ábrego, Ocaña, La Playa de Belén, El Carmen, Convención, Teorama, El Tarra, San Calixto, Tibú, Hacarí and Sardinata.
Services
AMBERO is responsible for the indicator 3.1 „20 innovative methods were applied to promote participation, transparency and peace building, taking into account digital possibilities„. Shared with the Programm, AMBERO lead the achievement of the Indicator 4 of the Module: „the municipalities of Caquetá and Norte de Santander participated in 5 events each to exchange experiences on transparent and inclusive cooperation within the departments and in 5 events to exchange experiences with another department„.
AMBERO’s technical assistance is focused on the design and implementation of:
- Innovative (digital among others) and co-creative methods for transparency, participation and peace building, for example simulations, role-playing and other methods aimed especially at youth participation that allow them to actively engage in these processes;
- Networking and mutual learning between local actors (organizations, groups and municipalities) for the integration and application of innovative methods.
The results of the implementation of action field 3 are:
- Exclusive from action field 3:
- Development of innovative methods and tools for transparency, participation and peace building;
- Design and facilitation of events between municipalities on the application of methods and tools;
- Knowledge management: good practices in transparency, participation and peace building through innovative methods and the implementation of digital media among others.
- Shared with other components:
- Increase the participation of youth and women and the transparency of administrative procedures and joint implementation processes through the use of innovative, creative and digital methodological approaches;
- Young people in particular are mobilized and motivated for the issues of political participation, transparency and peace building in their specific contexts.
