Sustainable Agricultural Systems and Policies (AgSys)
Context
The global AgSys project, which supports Zambia, Kenya, Nigeria, India, and Cameroon along comprehensive processes and four other countries (Madagascar, Mali, Togo, Burkina Faso) through individual measures aims to shape global and regional agricultural transformation agendas at national level.
The country measure Kenya contributes to sustainable land management, a competitive agricultural economy and improved food security by promoting inclusive and transformative reform processes. These affect governance structures, policy implementation, dialogue formats and financing approaches. All measures aim to promote adaptation to climate change and climate and biodiversity protection as best as possible, having as an objective the strengthening of the transformation processes towards sustainable agricultural systems in Kenya.
Project description
The project aims on the transformation of agricultural systems in the broader context of agricultural and food systems. The focussed areas are upstream of production (input and knowledge provision), agricultural production, processing and marketing, the related value creation, and the influence of and on the environment and ecosystems, such as climate, soil, and water.
The following outputs are envisaged:
- Output 1: Transformative Agricultural Policy (Governance of food systems transformation; Policy implementation)
- Output 2: Institutional anchoring of proven solutions
- Output 3: Advocacy and Empowerment
- Output 4: Financing Transformation (Revision of public sector funding; Developing of financing options; Mobilizing carbon finance for the benefit small-holder farmers)
- Output 5: Linking Transformation Levels (from national to regional/global level)
Services
AMBERO will provide expertise for advisory and training services to the AgSys country measure in Kenya, covering the following work packages:
WP 1: Strengthening framework conditions for a sustainable transformation of agricultural systems
- Process moderation towards strong food system (FS) governance lead by Ministry of Agriculture and Livestock Development (MoALD)
- Support to the implementation of transformative policies
WP 2: Introducing solutions for the transformation of agricultural systems at national level
- Identification of innovations for vertical scaling and development of scaling roadmaps for selected innovations
- Establishment of regional dialogues to encourage exchange of proven solutions and institutional anchoring
- Identification of existing national platforms and their needs for an upgrade into one-stop shop for aggregating knowledge at national level
- Support of coordination of disseminating, accessing, and implementing innovative solutions with key institutions.
- Capacity development of the Ministry and other key institutions to apply a sustainability lens/criterion to effectively evaluate strategies.
WP 3: Advocacy and Empowerment of “change agents”
- Mapping of change agents and capacity development on advocacy/communication
- Support the convening and effective operation of inclusive public-private exchange forums
- Support inclusive and participatory processes for policy reviews
- Offering practical capacity training on gender and youth topics
WP 4: Strengthening financing mechanisms for sustainable agricultural systems
- Support stakeholder dialogues on financing agriculture including sustainability considerations
- Identify and analyse existing national funding mechanisms and make recommendations for better access and uptake of funds, particularly by youth and women
- Advise MoALD for the implementation of the National Green Fiscal Incentives Policy Framework in the agricultural sector and in further developing the carbon finance mechanisms including benefit-sharing
- Institutional capacity development for sound data-analyses and evidence-based public investments that incentivize transformative practices
- Exploring options for innovative finance mechanisms such as payments for ecosystem services; Identification of collaborative models with key climate and biodiversity finance actors.
WP 5: Linking global, regional, and national transformation agendas
- Support MoALD in participating in and contributing to cross-sectoral working groups for the translation of international targets (NDCs, NBSAPs, LDN) into national action plans for the agricultural sector.
- Facilitate the participation of MoALD and other relevant stakeholder in international dialogues and conferences. Advise on the active contribution of transformation impulses.
