Business consultancy for the sustainable operation of Innovation Hubs in Iraq

The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to implement the Promoting Employment in the Digital Economy in Iraq (ProDIGI) project.
The aim of the ProDIGI project is to improve the skills of workers regarding their employment situation in the digital economy, build cooperation to promote employment in the Iraqi digital economy, and increase the visibility of the digital economy as an employment-related growth driver.
In the previous project (ICT for Youth), implemented between 2017 and 2023, the employment prospects for young people in the field of ICT were created in close cooperation with partners from the innovation ecosystem. This was achieved through the establishment of so-called innovation hubs. These innovation hubs include co-working and makerspaces as well as training rooms. They are local NGOs that provide training in start-up entrepreneurship and advanced digital and technical skills (start-up incubation/acceleration, blockchain and app development, digital production).
The innovation hubs are central to the development of the tech ecosystem in Iraq, helping to bridge the gap between poor university education and the demand for skilled personnel by the Iraqi private sector. The ICT for Youth project supported the establishment and development of several innovation hubs, including Mosul Space (Mosul), Makers of Baghdad (Baghdad), Innovation House (Sulaymaniyah) and Five One Labs (Erbil and Sulaymaniyah). Some of these innovation hubs are well on their way to being self-sufficient and sustainable, others are not. The goal of the new ProDIGI project is to bring these innovation centres to the point where they can be self-sustaining.
AMBERO Consulting, together with the Iraqi partner Wedo Business Consulting and Services, will support the above-mentioned innovation hubs to improve the sustainability of their operations by providing business development advice.

- Desk Study and Sustainability Strategy Review
- Comprehensive desk study on the context (private sector, public sector, academia, etc.) of the four innovation hubs to understand the current landscape.
- Review of the existing sustainability strategies of each innovation hub to identify their strengths, weaknesses, and potential areas for enhancement.
- Online Stakeholder Interviews
- Interviews with relevant stakeholders within the Iraqi tech ecosystem, selected in consultation with the ICT project, to gain insights into the unique challenges faced by the innovation hubs and potential opportunities.
- Workshop preparation and implementation
- Preparation and implementation of a workshop with each innovation hub.
- Collaboration with the innovation hubs to identify potential measures for improving their operation.
- Documentation and Recommendations
- Documentation of the findings, insights, and outcomes of each workshop.
- Tailored recommendations for each innovation hub to enhance their sustainable business operations, such as additional sources for income generation, re-structuring of the organisation, approaches for partnerships with the public sector, improvements to working conditions, etc.
- Discussion of Recommendations
- Presentation and discussion of recommended business development measures with each of the innovation hubs.
