Serbian delegation gets to know different land consolidation schemes in Germany
Within the scope of the EU co-funded GIZ project “Rural Development: Effective Land Management”, AMBERO and its consortial partner provide a large pool of international and national experts and are trusted with the implementation of three study-tours. The first Serbian delegation traveled through Germany from 25th of September until 3rd of October.
The study tour concentrated on the procedure of re-allocation and consolidation of rural land but included other topics such as integrated rural development and village development as well. The procedure of land consolidation in Germany is defined by the national law on land consolidation; nevertheless a certain room for maneuver is given to the different federal states. In order to become acquainted with those different practices and to identify the model most applicable for Serbia, three federal states – North Rhine-Westphalia, Baden-Württemberg and Bavaria – have been visited. A balanced mix of expert presentations and discussions in the Ministries of Agriculture and in consolidation agencies in combination with field surveys of current and completed land consolidation and village development projects made the study tour interesting and diversified. Especially the inputs of the persons involved, like mayors, farmers, local representatives and other residents of the affected areas have been assessed as quite valuable.
The Serbian delegation consisted of representatives of the Ministry of Agriculture and different municipalities, national experts in rural development and cadaster management as well as experts of GIZ, who cooperate with AMBERO in the project of land consolidation in Serbia. The technical, organizational and logistical preparation and implementation was offered by AMBERO in close cooperation with the different Ministries of Agriculture.
