In 2016, the Colombian government submitted its Nationally Determined Contributions (NDC) to the United Nations Framework Convention on Climate Change (UNFCCC). Colombia’s NDC aim at a 20-30% reduction in greenhouse gas (GHG) emissions by 2030 and – considering the high vulnerability and climate risk of Colombia due to the increase of extreme weather events, deforestation and other climate-related threats – include adaptation targets. Therefore, Colombia is committed to increase its mitigation and adaptation capacities for low-carbon development and of climate resilience as central priorities of the NDC, (which covers all relevant macroeconomic areas like land use, land use change and forestry, agriculture, energy, transport, industry and waste sectors).
The implementation of the NDC implies the development of a reinforced transparency framework (MTR) for reporting to the UNFCCC, which includes GHG inventories, biannual reports on the implementation and achievement of NDCs, climate action reports or biannual transparency reports, among others.

The support programme for NDCs aims to strengthen Minambiente’s coordination with other public and private actors in value chain climate mitigation and adaptation measures and its contribution to NDCs. Priority measures include supporting sectoral partners to integrate mitigation and adaptation measures into value chains, strengthening institutional structures for the implementation of NDC at national and sub-national levels, and developing and adopting a system of MRV and M&E with emphasis on the agricultural sector.
