Good Governance and Civil Society

GIZ
Period:
2014-2016
Country:
Timor Leste
Timor-Leste is affected by different forms of violence. Youth, especially young men, are particularly concerned as perpetrators, victims or witnesses. During the armed conflict in the country, many young people—uneducated, unoccupied, unemployed and excluded—became followers of armed groups and perpetrated violent acts and war crimes. Fighting amongst youth groups is currently the most drastic manifestation of the ongoing lack of stability in the country.
Key factors for youth violence in Timor-Leste are: the experience of violence and dramatization during the armed conflict; lack of opportunities to study, interrupted careers and frustration due to unemployment and local patriotism, xenophobia and social anomy (high levels of social and economic claims versus little chances to fulfill subjective and objective needs).
AMBERO Consulting is engaged in providing initiatives for dialogue and investment for empowering youth. Therefore, AMBERO Consulting is training youth workers and officers, to build up the necessary capacities and skills in planning, steering and implementing measures for conflict-transforming, corruption preventative, gender and human rights-sensitive youth work.
The objective of the project is to provide a National Training Program for the Timorese state and non-state youth workers, as well as to train and coach them in the field of youth promotion. This will lead to strengthening acknowledgement, a sense of belonging as well as protection and perspectives of social and economic inclusion for young people.
