Programme to support the modernisation of public finances III (PAMFIP III)
Project description
The GIZ project strengthens the capacities of the Ministry of Finance, the Ministry of Decentralisation and the Ministry of Health in the collection of taxes through operational audits as well as a development-oriented preparation and implementation of programme budgets. The central actors receive organisational and process advice as well as training. In addition, cooperation between national and local actors in the design of municipal finances is promoted.
The following capacities of the afore mentioned entities are strengthened (project components):
- Develop and manage rule-compliant, gender-sensitive and development-oriented budgets;
- Implement data-supported and transparent audits;
- Design and maintain improved national cooperation in the field of municipal finance.
The project builds on the results of the predecessor project “Programme to support the modernisation of public finances II”, which was also supported by AMBERO Consulting.

Services
AMBERO is responsible for the Implementation of Component I.
The central actors receive organisational and process advice as well as training.
Main activities:
- Supporting the application of the management controlling tools developed by AMBERO during the predecessor module (PAMFIP II) in the Ministry of Decentralisation and Local Development (MINDDEVEL) and the Ministry of Public Health (MINSANTE);
- Advising the Ministry of Finance (MINFI) on the coordination of public finance reforms and the introduction of internal control mechanisms based on risk analyses;
- Advising MINDDEVEL and MINSANTE on the preparation and improvement of medium-term expenditure frameworks and programme budgets with a focus on measurable development-relevant products and the introduction of formats for the costing of these products.
