NDC Peru: Support in the implementation of the national climate change strategy – National Transparency Framework and other partial outputs

Context

 

The Nationally Determined Contributions (NDC) for Peru aim at a 20-30% reduction in greenhouse gas (GHG) emissions by 2030 and include adaptation targets in five sectors. The Peruvian law on climate change, which was adopted in April 2018, provides the framework for the implementation of adaptation and mitigation measures. These mitigation and adaptation targets are concretised by the National Climate Change Strategy, the National Adaptation Plan (NAP) and the Low Emission Development Strategy (LEDS).

 

 

Project description

 

As set out in the Climate Change Framework Law, the Ministry of Environment (MINAM) is responsible for the coordination of the implementation of the NDC process, which include the elaboration of sectorial plans as well as the establishment of a monitoring system as a basis for reporting to the United Nations Framework Convention on Climate Change (UNFCCC). The project supports the MINAM in its coordination function as well as sectorial ministries and regional governments and involves indigenous communities. The required consultancy services focus on Outcome III, the establishment of a national transparency framework aligned with the UNFCCC’s Enhanced Transparency Framework (ETF) for monitoring and reporting on mitigation and adaptation measures (MRV + M&E). Additionally, AMBERO is contributing to the implementation of NDCs under Outcome I and to institutional development under Outcome II.

AMBERO is responsible for the elaboration of a transparency framework for the reporting, monitoring and verification of adaptation and mitigation measures (MRV and M&E) at national and subnational level (relying on GHG inventories elaborated so far), which complies with international standards and allows for a sound reporting through MINAM to the UNFCCC secretariat.
The output indicators for which AMBERO is fully responsible for read:
  • 2 sectoral ministries and 2 regional governments have reported until December 2022 to the MINAM on their progress regarding GHG emissions reductions and increased climate change adaptation capacities in accordance with the specifications of the MINAM
  • A transparency framework for the monitoring and reporting of adaptation and mitigation measures (M&E and MRV)  according to Peru’s NDC has been elaborated according to international standards and is operative as for December 2023.
