Integrated Development Program for Autarchies and Surrounding Rural Zones Phase II+III (PRODIA III) in Mosambik
Project description
The goal of PRODIA I, II and III (Programa de Desenvolvimento Integrado para as Autarquias e as zonas rurais circunjacentes) is to contribute to poverty reduction through more effective and transparent provision of municipal services (good local governance). The living conditions of the urban, suburban and rural population are to be improved and the economy promoted.
15 municipalities are to be strengthened in such a way that these target groups are provided with better and sustainable municipal services. In order to achieve the objectives, „Specific Municipal Action Plans“ (SMAPs) will be developed during the planning phase. During the implementation phase, these plans will include more detailed technical planning of the planned infrastructure investments and their maintenance.
The project goals are:
- to reduce poverty,
- to improve local government in terms of effectiveness, efficiency and transparency, and
- to improve living conditions in the target communities.
Services
Development of specific municipal action plans (SMAPs):
- Support for the development of a comprehensive package of measures for SMAPs (learning by doing);
- Coordination of the selected activities with other projects and measures;
Support of investment projects in infrastructure and complementary activities:
- Support of the municipalities in managing the planning and implementation processes of investment projects (learning by doing);
- Cooperation with the communities in the development and implementation of complementary activities;
Capacity Development:
- Direct knowledge transfer through close cooperation;
- Workshops with relevant stakeholders on e.g. transparent procedures and best practice approaches in the field of public infrastructure;
- Specific trainings, training contents are extracted from the SMAPs;
Project Management;
Project monitoring and evaluation, in particular annual audits and a review of progress at the heart of the project.
