Improving employment opportunities in the area of municipal services in Algeria
(Special initiative for stability and development in the MENA region)
Context
The Algerian economy is not very diversified and, characterised by high unemployment. Young Algerians are usually unable to find work due to a lack of practical training, and the public sector also offers few prospects. The delegation to the private sector of municipal waste management activities intends to promote employment and improve the quality of waste management, but municipalities do not have experience in transferring and monitoring such tasks to external service providers. The Algerian state offers financial support for the creation of SMEs but is unable to implement them successfully.
Project description
The project is part of BMZ´s North Africa, Middle East Special Initiative and aims to improve employment opportunities in the municipal services sector. It supports vocational training institutions in improving employment opportunities for young people and municipalities in delegating services. It also advises the Ministry of the Environment on the dissemination of successful outsourcing models.
The target groups are job seekers from four pilot municipalities to be selected, with a special focus on women and young people. In addition, the general population benefits from improved services in the waste sector. The dissemination of successful approaches and products will bring further benefit to the population in other regions of the country.
Services
AMBERO is responsible for action field 1 „Qualification of personnel for the waste sector“. This aims to make more qualified personnel available to the companies responsible for municipal waste management.
Activities in this field include the development of training and further training measures lasting several weeks to set up a company with a focus on the waste sector. The modular training courses cover topics from: (a) Health and safety at work, (b) Knowledge of the management and use of selected machines and tools in waste management, (c) Knowledge of key environmental issues in the waste sector and (d) Corporate management.
Activities include but are not limited to:
- Competence analyses of personnel in the waste sector and derivation of qualification requirements.
- Development and dissemination of courses on waste management and business start-ups with learning material and examination concepts (involving civil society).
- Identification of training providers and training of trainers.
- Advising training providers on how to improve their advisory and training services.
- Initiation of partnerships with schools, universities and private providers.
- Review of the training courses and their effects as best practice.
- Participation in the dissemination and communication of impact at national level.
