Programme “Supporting Colombia in the implementation of its NDC” (NDC Policy Programme) – Strengthening MRV and M&E systems

NDC Peru: Support in the implementation of the national climate change strategy – National Transparency Framework and other partial outputs

Context

In 2016, the Colombian government submitted its Nationally Determined Contributions (NDC) to the United Nations Framework Convention on Climate Change (UNFCCC). Colombia’s NDC aim at a 20-30% reduction in greenhouse gas (GHG) emissions by 2030 and – considering the high vulnerability and climate risk of Colombia due to the increase of extreme weather events, deforestation and other climate-related threats – include adaptation targets. Therefore, Colombia is committed to increase its mitigation and adaptation capacities for low-carbon development and of climate resilience as central priorities of the NDC, (which covers all relevant macroeconomic areas like land use, land use change and forestry, agriculture, energy, transport, industry and waste sectors).

Project description

The implementation of the NDC implies the development of a reinforced transparency framework (MTR) for reporting to the UNFCCC, which includes GHG inventories, biannual reports on the implementation and achievement of NDCs, climate action reports or biannual transparency reports, among others.

Therefore, Colombia is seeking to improve its systems of:

  • measurement, reporting and verification (MRV) with respect to mitigation measures and
  • monitoring and evaluation (M&E) of adaptation measures.

The support programme for NDCs aims to strengthen Minambiente’s coordination with other public and private actors in value chain climate mitigation and adaptation measures and its contribution to NDCs. Priority measures include supporting sectoral partners to integrate mitigation and adaptation measures into value chains, strengthening institutional structures for the implementation of NDC at national and sub-national levels, and developing and adopting a system of MRV and M&E with emphasis on the agricultural sector.

Services

Working Package 1: Use of the data from the pilot projects for the national MRV and M&E system.

  • Establish monitoring systems in the pilot projects.
  • Develop methods and guidelines for the collection and processing of relevant information and integrate them in existing monitoring processes of the local partner institutions.
  • Link the national MRV and M&E system with local data collection.
  • Check the data collection process and the feeding into the national systems periodically and improve if necessary.

Working Package 2: Demand-oriented support with national partners in the further development of the national MRV and M&E systems.

  • Analyse demand-oriented needs and requirements for further development of the national MRV and M&E systems and prepare recommendations.
  • Support Minambiente as needed to optimise the existing MRV and M&E systems according to international standards.
  • Advise and support ETF (Enhanced Transparency Framework) processes.
  • Promote the link between monitoring processes of climate and other development policies (such as National Development Plans, implementation of SDGs or other high-level documents) in line with identified needs.
