A new handbook for the justice system was presented by our experienced expert Mr Horst Schönbohm to the High Court of Peru

Improved sentences are one result of continuous training for judges and prosecutors in Peru. In December 2014, our valued and experienced expert, Mr. Horst Schönbohm, presented his handbook: MANUAL DE SENTENCIAS PENALES ISBN 978-9972-854-68-2 to the High Court.

Mr. Schönbohm, now a pensioner, has advised legal reforms in many countries in Latin America. He has supported AMBERO with the GIZ project since 2010. His life-long experiences are reflected in this handbook, closing an important gap in the judiciary system, as no such handbook with practical advice for judges has been published before.

The book explains how a sentence should be formulated properly. It should be correct, comprehensible and according to the guidelines and requirements of the American convention for human rights as well as the mandatory jurisdiction of the Interamerican Court of Human Rights. Also a layman should understand a sentence clearly based on sufficient facts and evidence.

The National Council for judges and prosecutors has already adopted his advice and decided to apply the quality standards in the reasoned decisions.
