In November 2006, the Ministry of Lands and Resettlement (MLR) and the German Development Cooperation through KfW Development Bank concluded a "Separate Agreement" on the cofinancing of the Land Reform Programme. In order to speed up programme implementation and the disbursement of funds, MLR and KfW agreed to fund an accompanying measure. The key challenges are to overcome the lack of a management support mechanism with the main objective to keep track of the implementation of the financial cooperation programme, both technically and financially, synthesize lessons learned and best practices, and the subsequent dissemination of information to the key stakeholders.
The key objective pursued by the Programme is that communal lands in Namibia are developed and tenure rights secured in line with the Communal Land Act of 2002.
The consultancy aims to assist the Ministry of Land and Resettlement (MLR) with a comprehensive and well coordinated implementation of the basket fund / financial management.

The rules for the use of natural resources in the Support Zone of the Limpopo National Park are determined by the Management Plan of the park. It is prohibited to commercially use natural resources. Currently, the mainly poor population is living from wildlife hunting (not legalized) and fishing, the marketing of non-forest products and small-scale agriculture and livestock husbandry for subsistence purposes.
The objective of the project is to improve the livelihood of the people living in the Support Zone and in so doing to reduce the pressure on the natural resource use in the park ’s core area. Communities must be trained in a way that they can participate in the economic development of the country while at the same time using the available natural resources in a sustainable way and in harmony with the objectives and regulations of the park.
The consortium oversees the implementation of the Support Zone Development Plan with the main focus on the development of income generating projects in the Support Zone.

Mozambique is one of the countries in Africa most strongly and frequently affected by natural phenomena, such as hurricanes, inundations and droughts. The multiple natural risks and the high vulnerability especially of the poor rural population result in a high disaster risk, which even may increase in the future, among others due to climate change.
During the last years, there has already been made important progress in disaster risk management (DRM); for example aprox. 350 local DRM-Committees in disaster-prone villages and districts have been created and developed. Nevertheless, the institutional capacities of the Institute for Disaster Management INGC are still insufficient to establish decentralised DRM in all disaster-prone areas in a qualitative adequate and sustainable way and to attend adequately the existing local structures. Furthermore, the necessary consideration of DRM in the relevant sector ministries (among others Ministry of Construction, Education, Planning) as well as in the development planning of the district administrations has to be further developed.
Despite the good progress already made, the population in the disaster-prone areas still doesn’ have the necessary support to reduce its disaster risk effectively and sustainably, due to the insufficient capacity of the local structures (core problem).
The objective of the second phase of the Programme is, that the population in cooperation with the local administrations and INGC applies methods and measures of DRM and reduces its risk in disaster-prone areas (considering climate change).

Serbia is in a transition process, which includes the change from state-owned grounds to privatisation of land. The Serbian communities don’ have the capacities yet for an efficient land management under these new circumstances.
The objective of the project is to strengthen the capacities of the Serbian municipalities in the ecological, social and efficient land-use and planning to improve the local development of rural and urban Serbian municipalities.
The objective of the first phase (2010- 2012) is to develop and test different instruments of spatial planning and land management.
In the first phase, in close cooperation with the ministry of spatial planning and environment and the standing conference of Serbian towns and municipalities, ten pilot municipalities will be supported in the elaboration of plans and other instruments for land-use and management. These experiences will be published and presented to other municipalities to raise their interest and to support them in the second phase of the project.
Furthermore the project will work on recommendations on legal reforms of the Serbian Spatial Planning laws.

The services provided are permanent process consultation and capacity development activities (planning, political participation, monitoring, gender etc.) with coordination panels on community level as well as the systemic compilation of best practices in a manual and the installation of regional communities of practice.

The consortium AMBERO-GITEC is implementing the subcomponent Participatory Forest Management (PFM). Here the focus lies on support of the Ethiopian partner, the Oromia Forest Agency and its subordinated forest enterprises, in up-scaling and further development of the already tested PFM-approaches.

The BGR projects focus on the development of the partner’s capacities in responsible management of geological resources in the context of sustainable resource management. A central aspect of developing communities' capacities is the strengthening of their performance in managing cooperation and in coordinating and integrating civil society actors in political decision processes. Therefore the programme encourages on the one side the creation of coordination panels on community level bringing together important public and civil stake-holders lead by the local mayor; on the other side the programme tries to increase the capacities of civil society actors to articulate and organise themselves for being valuable development partners.
The core issue of the consultancy services is the theoretical and practical impartation of knowledge with 12 groups of multipliers. An international expert develops the concept, the methods and the materials which are brought to the groups by a national expert. The participants are meant to learn by doing through practicing their new knowledge with their reference groups on the basis of the materials handed out to them. The objective of the workshops is initiating a domino-effect of capacity building. The Workshops and the exercises in the reference groups take place in the municipalities carried out by the national expert backed up by the international expert. The requirements and timely dispositions of the participants are defining the rhythm and the content of the workshops.

Efforts to modernize the state have to date not succeeded in reducing the considerable inequalities in socioeconomic development and the high poverty levels. The aim of the German Technical Cooperation is to strengthen the local authorities' capacities in such a way that they are in a position to fulfil their current and also expanded, future obligations while involving the population to a greater degree. This approach is complemented by the development of shared visions and by coordination between the local authorities and regional and national bodies.
The spatial planning project aims at enabling the municipalities in the La Paz region to manage their territorial development in a participatory way as part of the national development policy. The essential management instrument is transparent development planning which builds upon decentralized and participatory planning processes. Intermediaries and beneficiaries of spatial planning consist of the municipal and special-purpose associations which already exist in some areas of the country and/or are being established. The political counterpart of the project, the Vice Ministry for Housing Affairs and Urban Development (VMVDU), is concentrating on setting up decentralized administrations of its own in the regions. To this purpose, it equips and establishes offices for territorial planning which shall coordinate regional tasks as well.

The goal of the regional Integrating Vulnerability and Adaptation in Eastern and Southern Africa project is to reduce the vulnerability of communities to the impacts of climate change. In addition, the regional project with its three pilot projects in Kenya, Rwanda and Mozambique provides global environment benefits by contributing to the mitigation of land degradation and greenhouse gas emissions.
The goal of the Mozambique pilot project is to reduce current vulnerability to bush fires in Sofala and Inhamabane Provinces, Mozambique, and promote the inclusion of vulnerability to climate change into relevant district level and national policies. The anticipated outcomes of this pilot project are:
- Community-based preventive measures for wild and fire management in the content of climate change are accepted in selected fire prone districts of Central Mozambique;
- A round table for the coordination of wild land fire management in the context of climate change matters in central Mozambique is supported by the main participants; and
- Community-based fire management as a strategy for reducing vulnerability to climate change is accepted by local and national decision makers and integrated into national policies.

The German Technical Cooperation with the support of the Munich Re Foundation has successfully tested and implemented a flood warning system at the river Buzi during the rainy season in the autumn of 2005 and 2006. The successful project goes into the second round with IP Consult responsible for the overall management. The second phase entails installing the warning system on the river Save. Proof of replicability is an essential prerequisite to showing that early-warning systems geared to the people at risk will also work successfully in other risk areas.
The second phase of the project also involves adding vulnerability maps. In the summer of 2007, methods and maps will be developed on the Búzi in order to give an indication of the vulnerability of the people living along the river. The maps will be compared with existing flood warning and evacuation maps. The techniques developed for these vulnerability analyses will subsequently be used for the Save too. Knowing where the communities have their weak spots will help to optimise the design of the flood warning system.
