Le poste:

Pour un projet en cours au Cameroun, en appui à la réforme des finances publiques, nous recherchons un expert junior. La mission est prévue pour une durée 17 mois (prolongation recherchée). L´expert sera basé dans la capitale Yaoundé et soutiendra l’équipe du projet.

Qualifications et expériences requises:
  • Diplôme universitaire (BAC+4/5) en sciences politiques, sciences d´administration ou sciences économiques avec trois ans d´expérience de travail pratique (inclus période de stage)
  • Connaissances approfondies et/ou expériences pratiques dans un ou les deux sujets suivants : réforme des finances publiques dans les pays de l'OCDE, par exemple la France avec la LOLF ou le Canada ; directives de la CEMAC pour la réforme des finances publiques dans les pays membres
  • Expériences dans au moins un des sujets suivants : Suivi & Evaluation (monitorage), conseil en processus de réforme, andragogie/formation d´adultes/conception de formations
  • Préférablement des expériences dans la coopération au développement, si possible en Afrique francophone
  • Connaissances excellentes en français et anglais
  • Capacité de travailler de façon autonome, capacité de travailler pour de résultats dans des équipes interculturelles
Votre travail:
  • Soutien de l’équipe de projet dans le conseil des partenaires camerounais dans le processus de réforme en cours
  • Si possible et en concertation avec le chef de l’équipe d’AMBERO, approfondissement d’un des sujet suivants : Suivi & Evaluation (monitorage), conseils pour la réforme, andragogie/formation d´adultes/conception de formations
  • En concertation avec le chef d´équipe d’AMBERO, la conception, l´accompagnement et, si possible, mise en œuvre partielle de services de conseil (TdR, planification logistique, mise en œuvre de formation, rapportage p.ex.)

Who we are. The project:

AMBERO Consulting GmbH, Germany, is a service provider in the area of international development cooperation (www.ambero.de). On behalf of different clients, we implement long-term projects in Europe, Africa, Latin America and Asia.

 

The project combines the career building elements of the SLM (Sustainable Land Management ) and the CDSDR (Capacity Development for Strengthened Drought Resilience in the Ethiopian Lowlands) in close cooperation with the "Sustainable Training and Education Programme" (STEP) together. What is needed is a close collaboration of seconded staff from the contractor with the person responsible for the SLM project, who is responsible to report as result of the German contribution by the BMZ.
Selected professional profile descriptions are to further develop to sustainably anchor them in the Ethiopian vocational training system and strengthen five (5) selected ATVET Institutes in the implementation and development of their human and institutional capacities.

Tasks:

Services and Tasks

  • survey of the vocational education and training in agriculture and the status of existing reform process for professional job descriptions related to agriculture;
  • survey of the current status of the support of development partners; Analysis on chosen agricultural production and Service sectors in selected regions to determine the requirements for qualification;
  • Identification, development or adjustment of up to five priority professional training profiles / professional standards;
  • Development, design and implementation of a qualification framework concept;
  • Support for the development of testing and certification systems for the selected occupations;  Development and launch of “quality-check” instruments in the ATVET institutions;
  • Development / improvement of appropriate training materials / documentation;
  • Training courses for the qualification of consultants and in the training of training and management staff;
  • Support for up to 5 ATVET institutions to
  1. the development of curricula,

  2. in the development and implementation of a range of training courses for the qualification of consultants and

  3. in the training of training and management staff;

  • Support of technical knowledge exchange on ATVET in Ethiopia and in the region as well as with the implemented by the GIZ CAADP (Comprehensive Africa Agriculture Development Programe) projects.
We seek:

Core requirements of international long-term expert:

  • Vocational training expert, preferably of an agricultural field.
  • Relevant university degree
  • At least 10 years relevant work experience of which at least 3 years in development cooperation. Experience of the German dual education system is an advantage.
  • Profound knowledge of the tools and concepts of vocational training.
  • Good knowledge of agriculture, rural development and Natural Resource management are beneficial
  • Team skills and intercultural sensitivity, diplomatically and politically sensitive.
  • User competence of the management model of the GIZ, Capacity WORKS.
  • Africa experience, preferably East Africa / Ethiopia.
  • Fluent in German and English.
  • Team management, planning, control, organization and monitoring of the contract and professional orientation of the component on site in Addis Ababa.
  • Advising of the relevant ministries, other government agencies and the GIZ projects on issues of education and training in selected agricultural occupations.
  • Quality assurance and back-stopping of the development of the vocational fields and introduction thereof in selected ATVET institutions.

Already since 2003 the German Government is supporting the Government of Cameroon with Technical Cooperation (TC) in the Development and Implementation of the National Forest- and Environment Program.

 

In the upcoming TC engagement, Program Forest and Environment (PFE), the GIZ team will support the Partner Ministries for Environment and Forestry (MINPEDED and MINFOF) as well as their sub-structures in the period of 01/2016 – 12/2019 in three main areas:

 

Area 1: Developing and implementing models for sustainable management and valuation of natural resources

Area 2: Strengthening the institutional, legal and regulative framework of the two key ministries (MINEPDED/MINFOF)

Area 3: Strengthening the decentralized management of natural resources

 

The projects measures focus on four regions of Cameroon (Central, East, Extreme North and South-West).

Objectives:

Project Areas of Activities:

The Consultant shall support the advisory process towards MINEPDED/MINFOF within the first two main areas with regard to:

  1. The national REDD process and climate change policy (Area 2)

  2. An improved wood energy (charcoal) value chain for energy services (Area 1)

  3. The implementation of human capacity development measures through a pool of national and international experts in NRM (all areas)

Team Leader – Sustainable Forest Management in the Congo Basin – Regional Support to COMIFAC - Cameroon

Who we are. The project:

Project Background:

The forests of Central Africa is the world's second largest area of ​​tropical rainforest with a unique biodiversity and an outstanding support to the global climate. These forests are traditionally an important resource for the livelihood of the local populations and the economies of the respective countries.

 

However, the expansion of agricultural land, unsustainable farming practices and uncontrolled, often illegal logging, extracting industries, and massive poaching are the main causes for the progressive destruction and degradation of forests and the loss of biodiversity.

 

In order to meet the usage demands on different natural environments the Central African Forest Commission (Commission des Forêts d'Afrique Centrale, COMIFAC) was established and is made up of 10 members. The forests of the Congo Basin are focusing on six countries: Equatorial Guinea, Republic of Congo, Gabon, Cameroon, DR Congo, and Central African Republic (CAR). Border areas touching four further countries: Burundi, Rwanda, Sao Tome / Principe, Chad.

 

COMIFAC is based in Cameroon.

Objectives:

The system of the Central African Forest Commission (COMIFAC) is increasingly fulfilling its strategic and operational tasks.

 

Project Areas of Activities:


The aim of the project is to advance the professionalization and optimization of the regional structures of COMIFAC, its functions, relationships and processes, which are necessary for the performance of the tasks mentioned in the frame of reference. Because of the high level of regional focus, the exchange and networking processes are of particular importance.

 

Period of assignment: 08/2015 - 11/2017

We seek:

Currently we are seeking a Team Leader / Project Coordinator (International Long Term Expert), who is in charge of the overall project management, and as the main contact person for GIZ and partner organizations.

Required qualifications and experiences:

  • Agricultural economist / forestry or the like as a team leader, full-time with extensive experience in the areas of international forest policy, rural development and natural resource management.
  • Professional main responsibilities: Managing the pools of international (75 staff months) and national (26 staff months) short term consultants
  • Experience in project management and organizational development (including the monitoring of short-term missions)
  • Experience as team leader of donor-funded projects
