Team Leader – Strengthening of Ecological Connectivity - Ivory Coast/ Liberia

Who we are. The project:

AMBERO Consulting GmbH, Germany, is a service provider in the area of international development cooperation (www.ambero.de). On behalf of different clients, we implement long-term projects in Europe, Africa, Latin America and Asia.

 

Project Background:

The frontier area of Liberia and Ivory Coast is a very species- and raw material rich region, which is highly threatened by exploitation and land-use changes. In the project area, the Taï-National Park, at the Ivory Coast´s western border, and the Sapo National Park, at the Liberian eastern border, are facing, due to insufficient management and monitoring as well as weak governmental structures and population growth, the loss of its biodiversity. So far there is no collaboration between the two countries to connect the forest ecosystems in the Taï-Grebo-Sapo frontier region.

 

Governmental institutions and local stakeholders are working together on the successful ecological connectivity of the two national parks, the Taï-National Park and the Sapo National Park, via the Grebo Forest, which is located in between the two parks.

Objectives:

The main project objective is the capacity building of governmental institutions and local stakeholders for a joint and transboundary management of natural resources and biodiversity in the two countries and thus lead to the interconnectivity of the national parks in question. Furthermore the involvement of women in decision making processes shall be fostered.

 

Project Areas of Activities:

Three areas of activity are addressed by this project:

  1. Political and legal parameters: work towards a designation of an ecological corridor and a buffer zone between the natural entities by the national authority (OIPR, Office Ivoirien des Parcs et Réserves)

  2. Transboundary exchange and capacity building: by support to coordination activities in both countries

  3. Designation of Grebo Forest as a National Park by supporting the Liberian Forest Development Authority (FDA)

 

Period of assignment: 11/2015- 05/2017

We seek:

Currently we are seeking for a Team Leader (International Long Term Expert), who is in charge of the overall project management, and as the main contact person for GIZ and partner organizations.

 

Required qualifications and experiences:

  • Natural or social scientist with a minimum of 10 years experience in the fields of biodiversity, national ressource management and protected areas ininternational cooperation
  • Expert in governance, capacity building, stakeholder participation
  • Experience as team leader and  in the management of multi-disciplinary and multi-cultural technical teams
  • Working experience in Sub-Saharan countries (preferably Central or  West Africa)
  • Ideally with working experience in fragile countries
  • Fluency in English and French, German would be an asset;
  • Experience in the management of GIZ projects would be an asset

Team-Leader (intl. Chief Tech. Advisor) – Support to the BIOFUND Conservation Trust - Mozambique

Who we are. The project:

Project Background:

78% of Mozambique´s land area is covered with vegetation and possesses areas with high biodiversity. Already 17% of its land surface is declared as protected areas, which provide important environmental and economic benefits. Despite those benefits, which are often only visible in the long-run, there are conflicts with local communities regarding land-use and natural resource extraction. Due to insufficient governmental financial support, the management of the protected areas is ineffective and can neither control adequately illegal land use nor offer alternative income for local communities.

 

As reaction to those problems, Mozambique´s first Conservation Areas Trust Fund, the BIOFUND, was founded in 2011, which has the objective to secure the financial sustainability of the protected area systems in Mozambique. In the mean while the governmental institution ANAC (Administração Nacional das Áreas de Conservação) was founded as an autonomous entity under the MITADER (Ministério da Terra, Ambiente e Desenvolvimento Rural), which is responsible for the protected areas management.

 

Nevertheless many National Parks and Reserves do not have adequate management and business plans and thus are not able to receive financial support by the BIOFUND. Therefore the German government provides resources for financing an Implementation Consultant, whose main task will be to strengthen management capacities in protected areas as a basic requirement for the efficient use of the fund resources.

The Objectives:

The project’s long-term goal is that all 15 of Mozambique’s National Parks and Reserves possess a management and business plan that fulfill the defined minimum standard quality enabling all Protected Areas to participate in applying for the financial disbursement of BIOFUND.

 

Project Areas of Activities:

An internationally experienced Consultant shall assist the BIOFUND and ANAC in preparing the investments in the protected area system. This will be realized at various levels:

  • Preparation of business and management plans in selected areas
  • Review of documents necessary for ANAC and BIOFUND to disburse funds
  • Development of Standards and of a Corporate Design for Park Infrastructure
  • Conduction of a competition for the design of the ANAC's Headquarter within the Malhazine Reserve
We seek:

Currently we are seeking for an International Chief Technical Adviser (CTA) who is in charge of the overall project management, and as the main contact person for kfW and partner organizations.

 

Required qualifications and experiences:

  • Postgraduate university degree in conservation planning or a related discipline of natural resource management
  • Proven track record in natural resource management (relevant fields are e.g. protected area management, conservation planning, park infrastructure development, integrated rural development, community development, participation of local communities) with at least 10 years of practical professional experience in the sector
  • Work experience preferably in African countries with similar socio-economic conditions; previous work in park management in southern Africa would be a strong asset
  • Work experience as team leader preferably in long-term assignments and proven background in management and financial administration of development projects
  • Professional experience with donor-funded projects; specific knowledge of German Financial Cooperation (management procedures, reporting, etc.) would be a strong asset
  • Proficiency in the English and Portuguese languages
Your Tasks:
  • Act as local focal point of contact for BIOFUND and ANAC
  • Advise the BIOFUND on the successful overall implementation of the Project
  • Work in close coordination and cooperation with international, national and local stakeholders under the guidance of the BIOFUND
  • Prepare the annual Operational Plans together with other relevant stakeholders
  • Plan the assignment of short-term experts
  • Be responsible for the coordination among donors under the guidance and supervision of the BIOFUND
  • Oversight of the achievement of the programme objectives and outputs in accordance with the agreed qualities, costs and time lines
  • Analyse existing management and business plans for protected areas, make a quality assessment, and identify gaps
  • Define requirements for management and business plans according to international standards

Already since 2003 the German Government is supporting the Government of Cameroon with Technical Cooperation (TC) in the Development and Implementation of the National Forest- and Environment Program.

 

In the upcoming TC engagement, Program Forest and Environment (PFE), the GIZ team will support the Partner Ministries for Environment and Forestry (MINPEDED and MINFOF) as well as their sub-structures in the period of 01/2016 – 12/2019 in three main areas:

 

Area 1: Developing and implementing models for sustainable management and valuation of natural resources

Area 2: Strengthening the institutional, legal and regulative framework of the two key ministries (MINEPDED/MINFOF)

Area 3: Strengthening the decentralized management of natural resources

 

The projects measures focus on four regions of Cameroon (Central, East, Extreme North and South-West).

Objectives:

Project Areas of Activities:

The Consultant shall support the advisory process towards MINEPDED/MINFOF within the first two main areas with regard to:

  1. The national REDD process and climate change policy (Area 2)

  2. An improved wood energy (charcoal) value chain for energy services (Area 1)

  3. The implementation of human capacity development measures through a pool of national and international experts in NRM (all areas)
