Project Description:

Rwanda’s Vision 2020 development strategy seeks to transform the country from a low-income agricultural based economy to a service orientated, middle income economy by 2020. 80% of the employable population is still working in agriculture, and promoting employment outside this sector, especially amongst youth, is an important focus.

 

The GIZ Eco-Emploi program aims to foster sustainable employment through skills development (employability), private sector development (competitiveness) and labour market interventions (matching supply with demand).

The consultancy services within the TVET component will cover:

  • Competence development of TVET teachers and in-company-trainers in line with Rwandan ToT implementation framework: Developing and implementing TVET training modules, advising on the institutionalization of ToT services, etc.
  • Developing and implementing employment oriented further training: Sector-specific skills needs assessments, designing training modules & curriculum for specific skills development, develop integrated PPPs, etc.
Job Description:

The international long-term expert (up to 30,5 months) will be the technical manager for the training of TVET teachers and in-company trainers and employment oriented further training measures of the GIZ Eco-Emploi program. He/She will be fully responsible for the implementation of all activities related to these fields and ensures coordination with the GIZ implemented measures on cooperative/dual training. Occasionally travels to districts will be required.

Requirements:

Qualification and skills:

  • Master degree in TVET, pedagogy, engineering, business or comparable studies. Considering experience in at least one of the selected sectors; orientation in all selected sectors (currently in discussion: ICT, manufacturing, construction, tourism and creative industries) would be an asset
  • Good moderation, networking and communication skills
  • Proficiency in English language, knowledge of French language would be a highly valuable asset. 

 

Professional Experience:

  • At least ten years of professional experience in project management, preferably in a team leader position in development cooperation
  • At least eight years of professional experience in TVET, especially in training of trainers and employment-oriented further trainings
  • Proven familiarity with the PPP concepts
  • Proven knowledge of Capacity Works

  • Experience in working with WDA, Sector Skills Councils, PSF and its chambers and associations as well as TVET schools and companies
  • Very good knowledge of the Rwandan TVET system, Economy, the skills development initiatives in Rwanda
  • Good networking and communication skills
  • Monitoring and evaluation
  • Working experience in training needs analysis, design of trainings and implementation of further training of workforce (e.g. rapid response training, upgrade your skills, short term trainings)
  • Good coaching skills, moderations skills and knowledge of capacity development tools
  • Strong analytical and communication skills, and facility in document writing
  • Very good working knowledge of ICT, particularly of WORD, EXCEL, Power Point, Outlook.
  • Fluent written and oral knowledge of English and Kinyarwanda, and preferably French. A working knowledge of German is an asset
  • Motivated and ready to work in an international context and motivated team
