The project:

Peaceful development through Employability: vocational orientation and counselling

The project aims at contributing to enable young people from disadvantaged rural regions in Timor-Leste to make use of opportunities for income and employment.

Responsibilities and tasks:
  • Overall project management
  • Responsibility for achieving the project outcomes and outputs, ensuring their quality through the establishment of a monitoring and evaluation system
  • In charge of coordinating of all stakeholders and experts involved
  • Act as the main contact person for GIZ and partner organizations
  • Providing advisory services to public employment institutions (CEOPs) as well as to public and private providers of active labour market instruments in the following areas
Required Skills and Qualification:
  • Relevant academic background (e.g. Social Sciences, Economics)
  • At least 10 years experience in development cooperation with growing responsibility and managing teams, preferably with GIZ
  • At least 10 years working experience in active labour market policy / instruments Experience in developing and implementing active labour market instruments in rural areas (especially vocational orientation and counselling)
  • Experience in capacity development in the area of active labour market policies/instruments, specifically for private providors (e.g. Youth Clubs) and public employment institutions (CEOPS)
  • Working experiences in fragile contexts / post-conflict countries 
  • Working experience in South-East Asia
  • Project management in international projects (personnel, finances, other resources)
  • Good spoken and written English and German
  • Capacity WORKS is an asset
  • Working experience in Timor Leste and/or country knowledge is an asset
  • Willingness to learn Tetum is a prerequisite, Portuguese and Tetum language skills are an advantage.
